Principle and conditions

Anyone who owns property in their own name or has a lease for rented accommodation in the Principality can request registration of their vehicle in the Principality on an annual basis.

Obtaining and completing the form

To get this form, you can either:

Collating the preliminary documents

  • A copy of your valid passport
  • A copy of your lease (registered at the Department of Tax Services) or a copy of a deed of ownership of accommodation in Monaco)
  • A copy of your latest electricity bill
  • Proof that you have a parking space

Collating the other documents

All applications to register a vehicle must be accompanied by original copies of the following documents and, if necessary, an official translation into French by a sworn translator at a court of appeal in Monaco or France:

Vehicles from Monaco

  • The bill of sale or transfer, or a purchase invoice. This is not required in cases where the vehicle’s previous registration certificate is in the applicant’s name
  • A copy of a valid ID document (ID card national passport with proof of address or residence permit), or for companies a copy of the Trade and Industry Registry dated of less than 3 months
  • The previous registration certificate
  • The previous registration plates
  • A report of a technical inspection passed no more than six months ago in Monaco for cars with a GVWR of less than or equal to 3 tonnes and which are more than 4 years old, and for vehicles with a GVWR of more than 3 tonnes and which are more than 1 year old
  • If the vehicle has been modified or rebuilt, one of the following documents depending on the circumstances:
    • A bodywork certificate (Annex VII) issued by a bodywork specialist approved by the manufacturer
    • The report of the initial conformity check of a vehicle (annexe III) issued by a bodywork specialist approved by the manufacturer
    • The report of individual or single vehicle type approval issued by the Regional Directorate for Environment, Urban Planning and Housing of the Provence-Alpes-Côte d'Azur Region (DREAL)
  • The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule

Vehicles from France

  • The bill of sale or transfer, or a purchase invoice. This is not required in cases where the vehicle’s previous registration certificate is in the applicant’s name
  • A copy of a valid ID document (ID card or residence permit), or for companies a copy of the Trade and Industry Registry dated of less than 3 months
  • In the case of vehicles from France sold by a professional car dealer, the declaration of purchase receipt
  • The previous registration certificate for the vehicle, which must be legible and in good condition, and on which the holder has written, clearly and indelibly, the words "sold on (date of sale)"
  • A valid no-pledge certificate issued by the relevant authorities
  • A report of a technical inspection passed no more than six months ago in Monaco for cars with a GVWR of less than or equal to 3 tonnes and which are more than 4 years old, and for vehicles with a GVWR of more than 3 tonnes and which are more than 1 year old
  • If the vehicle has been modified or rebuilt, one of the following documents depending on the circumstances:

  • The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule

Vehicles from other countries

  • The bill of sale or transfer, or a purchase invoice. This is not required in cases where the vehicle’s previous registration certificate is in the applicant’s name
  • A copy of a valid ID document (ID card or residence permit), or for companies a copy of the Trade and Industry Registry dated of less than 3 months
  • The previous registration certificate issued by the relevant authorities in the country of origin or an equivalent official document if held by the authorities in the country of origin
  • If appropriate, a certificate of ownership and a certificate showing deregistration issued by the relevant authorities in the country of origin
  • Full European certificate of conformity issued by the manufacturer
    Or the identification certificate for an imported used vehicle conforming to a recognised type in the EU / identification certificate for an imported vehicle conforming to a recognised type in France issued by the manufacturer
    Or a Fédération Française des véhicules d’époque (French Vintage Car Federation) certificate for vehicles that are more than 30 years old
    Or the report of individual or single vehicle type approval issued by the Regional Directorate for Environment, Urban Planning and Housing of the Provence-Alpes-Côte d'Azur Region (DREAL)
  • A report of a technical inspection passed no more than six months ago in Monaco for cars with a GVWR of less than or equal to 3 tonnes and which are more than 4 years old, and for vehicles with a GVWR of more than 3 tonnes and which are more than 1 year old
  • For modified and rebuilt vehicles, the report of individual or single vehicle type approval issued by the Regional Directorate for Environment, Urban Planning and Housing of the Provence-Alpes-Côte d'Azur Region (DREAL)
  • For vehicles from the European Community (EC), the certificate of purchase/VAT exemption issued by the Department of Tax Services in Monaco
  • For vehicles from outside the EC, the receipt showing payment of customs duties (846A form) issued by the French Customs Authority
  • The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule

 

In all cases where registration of a used car purchased at a public auction is being requested, if it is not possible to supply the previous registration certificate, a report of individual or single vehicle type approval issued by the Regional Directorate for Environment, Urban Planning and Housing of the Provence-Alpes-Côte d'Azur Region (DREAL), must be provided in addition to the documents noted above.

Submitting the application

You should submit the application to the Driver and Vehicle Licensing Office. An appointment is not necessary.

The plates can be issued to you immediately for vehicles from Monaco or France if the vehicle is less than 4 years old or has already passed the technical inspection.  The registration certificate can be collected 72 hours later from the same Department.

However, with regard to vehicles from abroad (with the exception of France), the registration plates and registration certificate can be collected 72 hours later from the Department's reception desk.
