Principle and conditions

Anyone who holds a foreign driving licence and establishes his or her residence in the Principality must apply for a Monegasque driving licence.

A user who holds a foreign driving licence that is recognised by the Principality of Monaco must make a request for its exchange to the Driver and Vehicle Licensing Office within one year of acquiring his or her residence, provided that the licence is currently valid and that each category has been obtained following a practical driving test.

At the end of this one-year period, the foreign permit will no longer be valid, and its holder will lose all rights to drive a vehicle in the Principality.

However, new measures have been put in place to facilitate the process for new residents.

From 9 September 2019, residents who have exceeded the one-year deadline are no longer required to take all the theoretical and practical driving tests in the Principality, but may now request a driving test for the categories concerned.

This aptitude test also applies to licence categories that have not been obtained following a practical driving test provided they are listed on the driver's license.

It is carried out by a Driving Licence and Road Safety Inspector with the aim of assessing ability, behaviour and knowledge of the rules of driving.

Prior registration with a driving school in the Principality is mandatory and a minimum of 3 hours of driving lessons must be taken.

Anyone who holds a foreign driving licence that is not recognised by the Principality of Monaco must register with a driving school to take all the driving tests.

Formulating the request

Requests to exchange a foreign driving licence for a Monegasque driving licence must be made to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed.

The form may be:

 

It is only possible to make one application for exchanging a driving licence. All the categories and sub-categories for which the exchange is desired must be marked on the form.

Collating the documents

The request for a driving licence must be accompanied by the following documents:

  • The original of your valid foreign driving licence
  • A points statement or an integral information from the issuing country confirming that the right to drive has not been suspended or withdrawn, less than 3 months old
    or
    A certificate from the issuing country confirming that the right to drive has not been suspended or withdrawn, less than 3 months old 
  • A copy of a valid ID document: ID card or national passport accompanied by proof of address (gas or electricity bill from the SMEG, rental agreement) or residence permit
  • Two recent, coloured ID photos, dated within the last 6 months, on a light background, frontal view, bareheaded, of size 35x45, not scanned 
  • If you are over 70, a medical certificate issued within the past 3 months is required to obtain a driving licence in requested categories, issued by a doctor in the Principality of Monaco who is authorised to conduct medical examinations to determine fitness to drive a land Vehicle, in accordance with the model provided for that purpose
    This may be:
  • The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule

 

Documents must be in French or accompanied by an official translation into French. Submitting the application

You should submit the complete application:

  • Either by appointment with an agent of the Driver and Vehicle Licensing Office
    You can request an appointment in one of the following three ways:

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.

  • Either directly with a driving school, if the one-year time limit has passed and/or the categories have not been achieved after a practical test. In this case, payment must be made by a bank or post office cheque only

 

A receipt for payment (invoice) will be issued in both cases.

Taking the test

If applicable, registration with the Driver and Vehicle Licensing Office for the driving test will be carried out by your driving school. Your driving school will inform you of the day, time and place of the test to be taken, which will be carried out by an Driving Licence and Road Safety Inspector. It will be taking place with a vehicle from your driving school, in the presence of one of its representatives. You must take proof of a valid ID with you.

You will be informed of the results of the test immediately after its completion. In the event of postponement, the administrative fee must be paid in the form of a bank cheque made out to the Driver and Vehicle Licensing Office. and given to your driving school.  You should then contact your driving school again to arrange a new appointment and take the rearranged test.

In the event of unexcused absence from a test, the administrative fee must also be paid in the form of a bank cheque made out to the Driver and Vehicle Licensing Office and sent to your driving school.

Once you have done this, you must contact your driving school again to take the rearranged test.  If the absence is for medical reasons, exemption from these administrative fees may be considered, upon presentation of a medical certificate bearing the date of the day of the test.

Collecting the driving licence

The driving licence will be available within 72 hours of the submission of the application or after the successful completion of the aptitude test, on presentation of the payment receipt (invoice).
