Principle and conditions

The request for a grant for a student who is a dependant in the parental home should be addressed to the Department of Education, Youth and Sport before the start of the course for which assistance is being sought.

Applications are processed in date order of registration, provided that the documents provided can be evaluated.

Monegasque applicants can benefit from a greater contribution towards tuition fees for diploma courses run by top-flight educational establishments, a list of which has been drawn up by Ministerial Decree.

In principle, for these establishments, the State now determines the amount of the study grant awarded based on actual tuition fees, with a percentage of the fees covered ranging from 40% to 100%, depending on the family quotient of the candidate's household.

Providing the financial supporting documents

You must provide a sworn declaration stating any additional income received (securities and income from investments, stocks, bank interest, etc.) between January and December of the past year or a declaration of non-receipt, according to the model provided (in the application form). Please note: a declaration must be provided for each person over the age of 18 living in the household (including students).

You must also provide financial supporting documents corresponding to the situation of the members of the family for the past year:

If you are a civil servant, an an other Government or Commune official, or a temporary employee in the monegasque Administration

  • A copy of the salary slip for the month of December of the year preceding the application, mentioning the net year-to-date total

Or

  • Overall declaration of net salaries and bonuses received between January and December of the year preceding the application

 

For employees of the Princess Grace Hospital:

  • Overall declaration of net salaries and bonuses received January and December of the year preceding the application

If you are a teacher on secondment from the French public services

  • A copy of pension contributions made for the year preceding the application

If you are an employee

  • A copy of your salary slip for the month of December of the year preceding the application, stating the annual net total
  • If you have received bonuses/ indemnities between January and December of the previous year: a global declaration of the net salary received between January and December of the year preceding the application, stating the amount of the bonuses/indemnities
  • Proof of the amount of paid leave received between January and December of the year preceding the application 

If you are a trader or industrialist

  • A duly certified accounting statement of the sums taken by the manager during the period from January to December of the year preceding the application (or, failing that, during the previous business year)

If you are licensed professionals

  • A sworn certificate of the income received between January and December of the year preceding the application

If you are taxi

  • A copy of the VAT returns and turnover submitted to the Tax Services for the period of January to December of the year preceding the application
  • Proof of deductible expenses (CAMTI, CARTI, fuel, vehicle maintenance, insurance, parking) for the period of January to December of the year preceding the application

If you are unemployed

  • A copy of the ASSEDIC dismissal notice or of unemployment benefit paid by the Department of Social Welfare and Social Services or the Employment Office received between January and December of the year preceding the application
  • Assistance allowances for returning to work (ARE) paid by the Employment Service between January and December of the year preceding the application

If you are retired

  • A declaration from the various pension schemes stating the amount of retirement pension received between January and December of the year preceding the application
  • A global declaration from Monaco Town hall stating the amount of social allowances (State old-age pension, special retirement allowance or other) received between January and December of the year preceding the application
  • A global declaration issued by the Department of Social Welfare and Social Services stating the amount of social allowances received between January and December of the year preceding the application

 

For retirees from the Monegasque Administration:

  • A copy of the pension slip for the month of December of the year preceding the application, mentioning the net year-to-date total

You are a candidate for the study grant and receive a salary

  • For candidates who received a salary in the year preceding the application: proof of all net income received during the year
  • For candidates who received a salary during the academic year of the application: a copy of the contract mentioning the number of hours of work per week

If you are receiving family allowances

  • An overall declaration from CCSS, SPME or CAF in France mentioning the family allowances and any special payments (such as the special bonus for school-year start, educational allowance and end-of-year bonus) received between January and December of the year preceding the application

or

  • A declaration of non-receipt issued by CCSS, SPME or CAF on the period between January and December of the year preceding the application, (example : for an application in 2019, the period of the declaration should go from 1/1/2018 to 31/12/2018)

If you are parent at home

For applicants with monegasque citizenship:

  • A global declaration issued by the Department of Social Welfare and Social Services stating the amount of the social allowances ("parent at home" or "mother at home" or other) received between January and December of the year preceding the application

or,

  • A declaration of non-receipt issued by the Department of Social Welfare and Social Services for the period between January and December of the year preceding the application

 

For applicants with foreign citizenship:

  • An affidavit for non-receipt of allowances on the period between January to December of the year preceding the application (example : for an application in 2019, the period should go from 1/1/2018 to 31/12/2018)

If you are separated or divorced

  • A complete copy of the divorce ruling (or separation), divorce settlement agreement and any subsequent ruling

And

  • Up-to-date proof of the amount of maintenance payments and other contributions to the education and maintenance of the child(ren), received between January and December of the year preceding the application

or, if applicable

  • A sworn statement of non-collection of maintenance payments and other contributions to the education and maintenance of the child(ren), received between January and December of the year preceding the application

If you are a single parent

For applicants with monegasque citizenship:

  • An overall declaration issued by the Departement of Social Welfare and Social Services stating any social allowances received between January and December in the year preceding the application

or

  • A declaration of non-receipt issued by the aforementionned Departement for the period between January and December of the preceding year (example : for an application in 2019, the period should go from the 1/1/2018 to 31/12/2018)

If you own property

  • Documentary evidence of the rent amount (Monaco and foreign countries) paid between January and December of the year preceding the application

Other dependent children living in the household (aged over 16)

  • Proof of employed status: a copy of a salary slip from the month of December of the year preceding the application, stating the annual net total
  • Students currently studying: a certificate of attendance at an educational establishment or a copy of a student's card for the previous academic year and the current year
  • In cases where children have undertaken one or several paid activities between January and December of the year preceding the application: proof of all net income received in the year
  • In the case of a change in the composition of the household (renewal of application only): proof of departure from the household of the brother or sister of the applicant (a certificate of departure from the Principality issued by the Police Department if domiciled in the Principality, copy of the lease, receipt for accommodation, etc)
  • No paid activity in the year preceding the application:
    • overall proof of net unemployment benefits received in the year, or
    • A sworn statement that no remuneration was received in the year 

If you are a member of a company

  • A duly certified accounting statement of all types of remuneration received between January and December of the year preceding the application

Providing the administrative supporting documents

You must provide different supporting documents, depending on your situation:

  • A certificate of registration (or a copy of a student's card) mentioning the specialization and the level of study for the current year
  • For applicants enrolled at engineering schools, political studies institutes and commercial schools (unless the diploma is certified by or the training is registered with the National Directory of Professional Certifications ): proof of enrollment costs for the current year, mentioning the name of the student
  • A copy of the marks and/or diplomas obtained in the previous year, stating the number of credits earned
  • A copy of the General Secondary School Diploma (baccalauréat) (copy of the marks obtained or the diploma) for new applicants only
  • In the case of training involving periods of work experience: a copy of the apprenticeship contract
  • For doctoral students: a copy of the doctoral contract, or, where applicable, a declaration stating that no remuneration was received during the academic year of the application
  • In the case of student accommodation: a copy of the lease for the current year/receipt for accommodation relating to the academic year of the application
  • An extract from the applicant's birth certificate for new applicants only  
  • A certificate of nationality for new applicants only
  • Marriage certificate
  • Two window envelopes (DL 110 x 220), stamped for a 100-grams letter (i.e. 2 stamps of Monaco at the current postal rate) 
  • Bank account details (IBAN) of the applicant  over 18 years old, or of their legal representative in the case of minors
  • For any application submitted after 1 September: A document issued by the establishment confirming the start date of the training for the year of the application         
  • A certificate of registration (or a copy of a student's card) mentioning the specialization and the level of study for the current year

  • A declaration from the authorities of the student's country of origin showing the amount of the grant paid or the reasons for refusal

  • If the establishment where the student is registered does not allow a grant to be awarded: a certificate of non-entitlement issued by that establishment

Please note: no other type of document will be accepted. It is therefore your responsibility to undertake the procedures with the foreign authorities within the deadlines stated (for any additional information, please contact the Academic Counselling and Education Resource Centre: 98.98.87.63).

When the studies are undertaken outside the country of which the applicant is a national

  • A declaration from the authorities of the country in which the studies are undertaken, showing the amount of the grant awarded

or

  • Sworn declaration from the student stating that he or she does nor receive any identical or similar financial help
  • A certificate of registration (or a copy of a student's card) mentioning the specialization and the level of study for the current year
  • For applicants enrolled at engineering schools, political studies institutes and commercial schools (unless the diploma is certified by or the training is registered with the National Directory of Professional Certifications ): proof of enrollment costs for the current year, mentioning the name of the student
  • A copy of the marks and/or diplomas obtained in the previous year, stating the number of credits earned

Submitting the application

You should send the complete application and the required supporting documents to the Department of Education, Youth and Sport before the start of the course for which assistance is being sought.

Candidates' attention is drawn to the fact that they will be asked to provide a certificate stating the commencement of training for any application submitted after 1 September.

 

Principle and conditions

The request for a grant for a student who is in an independent household should be addressed to the Department of Education, Youth and Sport before the start of the course for which assistance is being sought.

Applications are processed in date order of registration, provided that the documents provided can be evaluated.

A student living in independent accommodation in Monaco is classed as an independent household. Additionally, he or she must be an apprentice or a salaried worker, employed for more than 15 hours per week, or married to an apprentice or salaried worker employed for more than 15 hours per week.

Monegasque applicants can benefit from a greater contribution towards tuition fees for diploma courses offered by top-flight educational establishments, a list of which has been drawn up by Ministerial Decree.

In principle, for these establishments, the State will now determine the amount of grant to be awarded based on the actual tuition fees. The percentage of the contribution will vary between 40% and 100% of fees, depending on the income and size of the applicant’s household.

When the studies are undertaken in the country of which the applicant is a national

  • A declaration from the authorities of the student's country of origin showing the amount of the grant paid or the reasons for refusal

or

  • If the establishment where the student is registered does not allow a grant to be awarded: a certificate of non-entitlement issued by that establishment

Please note: no other type of document will be accepted. It is therefore your responsibility to undertake the procedures with the foreign authorities within the deadlines stated (for any additional information, please contact the Academic Counselling and Education Resource Centre: 98.98.87.63).

When the studies are undertaken outside the country of which the applicant is a national

  • A declaration from the authorities of the country in which the studies are undertaken, showing the amount of the grant awarded

or

  • Sworn declaration from the student stating that he or she does nor receive any identical or similar financial help
  • A certificate of registration (or a copy of a student's card) mentioning the specialization and the level of study for the current year
  • For applicants enrolled at engineering schools, political studies institutes and commercial schools (unless the diploma is certified by or the training is registered with the National Directory of Professional Certifications ): proof of enrollment costs for the current year, mentioning the name of the student
  • A copy of the marks and/or diplomas obtained in the previous year, stating the number of credits earned
  • A copy of the General Secondary School Diploma (baccalauréat) (copy of the marks obtained or the diploma) for new applicants only
  • In the case of training involving periods of work experience: a copy of the apprenticeship contract
  • For doctoral students:  a copy of the doctoral contract, or, where applicable, a declaration stating that no remuneration was received during the academic year of the application
  • Proof of residence (receipt, copy of lease) relating to the accommodation in the Principality for new applicants only
  • In the case of student accommodation: a copy of the lease for the current year/receipt for accommodation relating to the academic year of the application

  • A certificate of nationality of the Monegasque parent, for new applicants only

Submitting the application

You should send the complete application and the required supporting documents to the Department of Education, Youth and Sport before the start of the course for which assistance is being sought.

Candidates' attention is drawn to the fact that they will be asked to provide a certificate stating the commencement of training for any application submitted after 1 September.
