Please note: In accordance with Government decisions, reimbursement applications under the strengthened provisions for total temporary layoff (CTTR) for june (and earlier months) will no longer be accepted after 20 July. Applications for CTTR reimbursements for July may be submitted from Monday 27 July and must be received before 20 August 2020.

 

Principle and conditions

The strengthened provisions for total temporary layoff (CTTR) is a special measure that makes it possible to reduce or temporarily suspend the activity of employees. These measures stem from the agreement made with the French Republic on unemployment insurance. This emergency measure will come to an end once the health situation is over.

The employer makes the decision based on:

  • The current situation and health recommendations
  • The need to organise the functioning of the company

This decision may be made for all or part of the authorised period.

The employer may proceed as follows:

  • Either implementing the temporary closure of all or part of the establishment
  • Or reducing working time below the legal working hours

 

The employer shall pay the employee partial activity grant corresponding to 70% of the gross hourly wage for each hour not worked, i.e. 80.69% of the net payment on the usual date of payment of the salary. (These provisions may change depending on specific measures for employees receiving the SMIC (minimum wage), in addition to a ceiling for high salaries envisaged by the French Ministry of Labour).

The employee may not object to the employer's decision to have recourse to the CTTR.

Employees on sick leave and those who are home working are excluded.

Individual employers are only eligible for the CTTR until 31 May 2020.

The employment contract is suspended during the period(s) when the employee is not working.

All hours not worked are taken into account for the calculation of paid holiday entitlements.

Periods of partial employment are treated as periods of work for the purpose of determining entitlement to the various social security and pension benefits.

Collating the documents

You will need to provide:

  • Copies of payslips for the last three months preceding the application
  • The company’s bank account details

 

If the reason behind the use of these provisions is a reduction in business due to economic difficulties, you will also need to supply supporting documents showing the decline in revenue from your business (turnover, booking cancellations, etc.). 

The Labour Inspectorate may ask you to supply additional documents.

Submitting the declaration online

Before accessing the online service, please make sure that you have gathered the following information:

  • The documents to be provided
  • The number of employees affected (total, number on fixed-term contracts, number on permanent contracts, number on apprenticeship contracts)
  • The anticipated length of the layoff

Completing the monthly declaration

Each month, the employer must complete the monthly declaration of payment of the partial activity compensation, which is downloadable below:

Completing the authorisation form

The form completed, with the required documents, must be sent to the Labour Inspectorate (inspectiondutravail@gouv.mc ).

The declaration must be sent to the Labour Inspectorate (inspectiondutravail@gouv.mc ) with:

  • Payslips for the employees affected
